A leadership PAC is a political committee directly or indirectly established, financed, maintained or controlled by a candidate or officeholder, separate from their own campaign committee. Members of Congress use them to support colleagues and build influence.
The sponsor is a sitting member or a serious candidate, so a leadership PAC's spending says who that member is backing. The FEC record names the sponsor; this directory resolves the sponsor to the member's name, chamber and district.
