What drives the cost of a real poll

Polling vendors price four things, and each one moves the bill.

  • Sample size. A margin of error near four points needs 600 completed interviews; near five points, 400. Every completed interview costs interviewer time, and in a low-answer environment a completed interview takes many dials.
  • Interview length. A 15-minute instrument with message testing costs roughly twice what a 7-minute horse race and favorability read costs.
  • Mode. Live-interviewer telephone is the most expensive and still the reference standard; text-to-web and online panels are cheaper and carry their own coverage problems in a single district.
  • Turnaround and analysis. Crosstabs, a memo and a briefing add to the price, and a 48-hour turnaround costs more than a week.

Why that price is the problem for a committee

A candidate polls once because they have one race. A committee weighing twenty districts cannot buy twenty polls, so it buys none, or one in the district it already favors, and allocates the rest on instinct, public polling averages that do not exist for most House districts, and the reports of the campaigns asking for money.
