The biggest obstacle is the Senate: the bill cleared committee on a 12 to 11 party-line vote, and it needs at least seven Democrats to reach 60 votes while the parties remain split over SNAP cost shifts to states.

What it means for you

SNAP households

The Senate bill would delay by one year the new rule that shifts part of SNAP benefit costs to states; Democrats want two years. How that fight ends shapes how many states tighten eligibility or cut back, on top of the more than 4 million people who have already lost access after the 2025 changes.

State budgets

State SNAP cost sharing is scheduled to begin in fiscal 2028. Without a farm bill delay, legislatures writing 2027 budgets must plan for the full shift.

Farmers and ranchers

Much of the commodity and crop insurance money already arrived in the 2025 tax and spending law, but hundreds of smaller programs, including dairy programs and specialty crop aid, still run on the extended 2018 law.

Drivers and ethanol producers

The Senate bill includes year-round sales of E15 gasoline, a long-sought change for corn states that would also affect summer fuel options at the pump.

Rural communities

Rural development, broadband and research programs cannot be modernized until a new bill passes, and another extension would keep them on 2018 rules into 2027.

What do the decision makers need?

Senate Agriculture Chair John Boozman and Majority Leader John Thune have tied their credibility to calling the one-year SNAP cost-shift delay a final offer. Thune told Democrats at the September 16 markup that 'your states are going to pay' unless they take the deal. Ranking Democrat Amy Klobuchar says finishing this year is a Democratic goal, yet she repeated the demand for a two-year delay. Each side has publicly framed a small difference in years as a test of resolve, which makes it hard to split without someone appearing to fold.

The election sets the incentives. If Democrats win a chamber, their incoming leaders gain from waiting until January to write the bill with more power, while outgoing Republicans gain from locking in their text in the lame duck. Farm-state Republicans need a win to show rural voters, but the most urgent farm money already went out in the 2025 tax and spending law, so the political cost of another extension is lower than in past cycles.

History

What happened the last times this came up?

Reference class: farm bills pending when a Congress reached its final lame-duck session after the old law expired. In 2012 the bill stalled and was extended in the January 2013 fiscal cliff deal. In 2018 the bill was completed in the lame duck and signed December 20. In 2024 Congress again passed only an extension. That is 1 success in 3 tries, about 33 percent. The 2014 farm bill shows the other pattern: it became law February 7, 2014, more than a year after the 2008 law lapsed.

Closest analogue: 2018. A midterm lame duck, a Republican trifecta that had just lost the House, and a bitter SNAP fight (work requirements) that was resolved in late November by dropping the House's demands. Where it breaks: in 2018 the Senate had already passed its bill with broad bipartisan support before conference, so the lame duck only had to reconcile two passed texts. In 2026 the Senate bill has zero committee Democrats behind it and has not reached the floor.

Statistics

Start from the lame-duck base rate of about 33 percent (1 of 3).

Subtract 10 points because the Senate bill lacks the bipartisan floor vote that made 2018 possible: it cleared committee 12 to 11 with every Democrat opposed, and only after Mitch McConnell returned for the vote. Subtract 8 points because the 2025 law already delivered the commodity and crop insurance increases, removing the usual urgency. Add 2 points because December 11 creates a must-pass vehicle that a negotiated farm bill could ride, and the SNAP gap (one year versus two) is narrow enough to split.

33 minus 10 minus 8 plus 2 lands at 17 percent, band 10 to 27 percent. Kalshi's contract on a farm bill becoming law before January 1, 2027 trades around 15 to 16 cents, close to our number.

What people spent versus what they said, and what was left out.

Personnel move

The bill cleared committee on September 16 only because Mitch McConnell and Tommy Tuberville returned after missing the failed August 6 vote; Boozman said McConnell made a 'special effort' to get back.

Republicans have zero margin even in committee. A party that needs every member present to report a bill has no cushion to absorb defections on the floor, where it needs at least seven Democrats.

Tone shift

Thune: 'Your states are going to pay.' Boozman called the one-year SNAP delay his final offer in August.

Leaders are framing the choice as a threat to governors, not as an opening bid. That is a pressure play aimed at states, which suggests they expect the deal, if any, to come from governors leaning on Senate Democrats rather than from committee bargaining.

What was left out

Klobuchar said finishing by year end is a Democratic goal but put no middle number on the table beyond the two-year delay.

Not offering a counter such as 18 months signals Democrats are waiting to see the election result before negotiating. Watch for the first compromise number: it will likely come after November 3 or not at all.

Sequencing

Farm bill provisions and government funding both expire on December 11, and a farm group lobbyist said the bill is likely to be inserted into a larger must-pass package rather than move alone.

The realistic YES path runs through the December funding deal. That links this question to the shutdown fight: if December ends in a clean short stopgap, the farm bill almost certainly gets another extension instead.

How this question resolves

Resolves YES if, by 11:59 p.m. Eastern on December 31, 2026, the President signs (or Congress enacts over a veto) a multi-year farm bill reauthorization that rewrites most farm bill titles, such as the Agricultural Act of 2026, the Farm, Food, and National Security Act of 2026, or a negotiated compromise, whether as a standalone bill or inside a larger package. Resolves NO if no such law is enacted by that time. Another short-term extension of the 2018 farm bill does not count.
